WHEREAS, the last study of the compensation of general registrars in the Commonwealth was conducted in 1991; and

WHEREAS, in one locality, the current salary of the general registrar is only $5,805 more than the salary was in 1976, as adjusted for inflation; and

WHEREAS, in the same locality, the current salary of the general registrar is significantly less than comparable local government jobs; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the State Board of Elections be requested to study the compensation of general registrars in the Commonwealth..

In conducting its study, the State Board of Elections shall assemble a work group consisting of at least one member of the State Board; members of local electoral boards from localities representative of the whole of the Commonwealth; general registrars from localities representative of the whole of the Commonwealth; and other persons as the State Board deems necessary. The work group shall meet at least twice to evaluate the current rate of compensation for general registrars, taking into consideration the history of increases in this rate, the compensation of comparable positions in local government, and the potential fiscal impact on the localities of any increase in compensation to the registrars. The work group shall make a recommendation as to whether an increase in compensation to the registrars is appropriate, and if so, by how much. .

All agencies of the Commonwealth shall provide assistance to the State Board for this study, upon request.

The State Board of Elections shall complete its meetings by November 30, 2014, and shall submit to the Governor and the General Assembly an executive summary and a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports no later than the first day of the 2015 Regular Session of the General Assembly and shall be posted on the General Assembly's website.
