Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Chapter 6 of Title 33.1 a section numbered 33.1-350.1 as follows:

§ 33.1-350.1. Local ordinances prohibiting interfering with or impeding runoff of storm water on certain highway rights of way.

The governing body of any locality may by ordinance prohibit any person from interfering with or impeding the runoff of storm water into any culvert or drain on any highway right-of-way controlled by the Department of Transportation by placing leaves, plant trimmings, or other objects within any such right-of-way.
