Be it enacted by the General Assembly of Virginia:

1. That the third enactment of Chapter 766 of the Acts of Assembly of 2013 is amended and reenacted as follows:

That if the United States Congress has not enacted legislation granting the Commonwealth the authority to compel remote sellers to collect state and local retail sales and use tax for sales made in the Commonwealth by January 1, 2015 2016, the amount of general funds transferred to the Highway Maintenance and Operating Fund pursuant to subsection G of § 58.1-638 as added by this act shall not be increased after fiscal year 2015 2016.
