Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 1.1 of Chapter 1 of Title 33.1 a section numbered 33.1-23.5:5 as follows:

§ 33.1-23.5:5. Limitation on allocations by the Northern Virginia Transportation Authority for transit, rail, and public transportation projects.

Total allocations made by the Northern Virginia Transportation Authority for transit, rail, and public transportation projects shall not exceed 25 percent of the total allocations made in any twelve-month period by the Authority for all purposes combined.
