Be it enacted by the General Assembly of Virginia:

1. § 1. That the Department of Criminal Justice Services shall identify minimum core operational functions for campus police departments established pursuant to § 23-232 or 23-232.1 of the Code of Virginia and other campus security departments as may be established by public or private institutions of higher learning pursuant to § 23-238 of the Code of Virginia. In identifying such minimum core operational functions, the Department shall determine the existing capacity of campus police departments and other campus security departments, the cost impact to bring existing departments into compliance with such minimum core operational functions, and legislative amendments needed in order to require compliance by such departments. In identifying such functions, the Department shall work with other public and private stakeholders as deemed appropriate.
