14100273DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 15.2-1505.2 as follows:
§ 15.2-1505.2. Personnel policies related to the use of public property.
Every locality shall establish personnel policies covering the use of public property by officers and employees of the locality. Such policies shall prohibit the use of telephones, personal computers, and related devices and peripheral equipment that are the property of the locality for (i) personal use, to the extent that such use interferes with the employees' productivity or work performance, or (ii) political activities. As used in this section, "political activities" shall have the same meaning as provided in § 15.2-1512.2.
Records pertaining to an employee's use of telephones, personal computers, and related devices and peripheral equipment shall be subject to the Freedom of Information Act (§ 2.2-3700 et seq.).
