Be it enacted by the General Assembly of Virginia:

1. § 1. Notwithstanding any provision of law, general or special, the Commonwealth Transportation Board shall include in the next update of its Six-Year Improvement Program a project to increase the lane capacity on Interstate 66 inside the Capital Beltway to include at least two non-high-occupancy vehicle lanes in each direction.
