14100648DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 30-19.03:1.3 as follows:
§ 30-19.03:1.3. General appropriation bills; expiration date.
No general appropriation bill shall be considered by the General Assembly during a session unless all of the bill's provisions expire no later than two years and six months after the end of that session. For purposes of this section, "general appropriation bill" means a bill that, if enacted, would be a "general appropriation law"pursuant to Article IV, Section 13 of the Constitution of Virginia.
