SUMMARY AS INTRODUCED:
Capital cases; appointment of counsel. Provides that when the defendant whose capital offense was charged by warrant in district court requests appointment of counsel, the case must be referred to the circuit court for appointment of counsel. This bill is a recommendation of the Virginia Criminal Justice Conference.
