(HB650)GOVERNOR'S VETO
Pursuant to Article V, Section 6, of the Constitution of Virginia, I veto House Bill 650 which provides that Virginians over the age of 45 who have owned a registered boat for at least six continuous years are exempt from the requirement to take a boat safety class.
On April 7, 2014, I recommended line amendments to this bill for the purpose of better ensuring the safety of Virginia's boating public.
My recommended amendments would have maintained the requirement that Virginians over the age of 45 - and who do not meet any of the existing exemptions - take a boat safety class. On April 23, 2014, the House of Delegates rejected my amendments and returned House Bill 650 to me.
I believe that the bill as passed endangers those Virginians who make use of public waterways.
Accordingly, I veto this bill.
