That the provisions of this act shall not become effective unless a general appropriation act passed in 2014 by the General Assembly that becomes law includes an appropriation of at least $8.6 million to the Retirement System Group Life Insurance Unfunded Liability Special Reserve Fund (for the Virginia Retirement System).
