Study; mitigation of the impact of tolls on Virginia's disadvantaged citizens; report. Directs the Senate Committee on Finance to study ways to mitigate the impact of tolls on Virginia's disadvantaged citizens. This resolution incorporates SJ 312 and SJ 317.
