SUMMARY AS INTRODUCED:

Student teachers and student teacher supervisors; fingerprinting, criminal history records check, and child abuse and neglect data. Requires any student teacher at an accredited public or private institution of higher education, as a condition of participation in a classroom teaching, internship, clinical, or field experience in a public elementary or secondary school or a private elementary or secondary school in the Commonwealth, to submit to fingerprinting and a criminal history records check. The bill provides that the governing board of the institution of higher education, the local school board, or the governing board of the private school may deny a student teacher or student teacher supervisor placement in an elementary or secondary school if the criminal history records check reveals that the student teacher or student teacher candidate has been convicted of a felony or Class 1 misdemeanor in the Commonwealth or an equivalent offense in another state. The bill further requires a student teacher or student teacher supervisor to provide the necessary personal information to conduct a search of the registry of founded complaints of child abuse and neglect in the Commonwealth and to obtain such information from other states if the student teacher has lived in another state in the past five years. The governing board of the institution of higher education, the local school board, or the governing board of the private school may deny a student teacher or student teacher supervisor placement in an elementary or secondary school if he is the subject of a founded case of child abuse or neglect.
