SENATE JOINT RESOLUTION NO. 435
Celebrating the life of Michael Marcellus Foreman.

WHEREAS, Michael Marcellus Foreman, an accomplished public servant, devoted educator, and deeply respected member of the Winchester community, died on October 30, 2012; and

WHEREAS, a native of the City of Winchester, Michael Foreman graduated from the University of Richmond and the University of Virginia; he went on to honorably serve his country as a member of the Air National Guard in Martinsburg, West Virginia; and

WHEREAS, Michael Foreman dedicated many years of his life to serving the community as a teacher and the assistant principal at John Handley High School and as a professor at Shenandoah University; as a proud educator, learning was one of his great passions and his legacy lives on in the countless students he inspired to achieve greatness; and

WHEREAS, a historical resource for the Winchester community, Michael Foreman was a well-known authority on the city’s heritage; he authored two books, including a very successful collection of biographies of notable women in Frederick County and the City of Winchester; and

WHEREAS, working to strengthen and enhance the community, Michael Foreman served as a member of the Winchester City Council; and

WHEREAS, Michael Foreman went on to serve as a Clerk of the Winchester Circuit Court for almost 30 years; admired for his vast knowledge and incredible kindness, he was a mentor to his fellow employees and always did his best to help anyone who visited the Clerk’s Office; and

WHEREAS, a former president of the Virginia Court Clerks’ Association, Michael Foreman was renowned as one of the best clerks in the Commonwealth; and

WHEREAS, Michael Foreman donated his time and talents as a volunteer with several civic organizations; he worked tirelessly to support his fellow residents, even well into his retirement; and

WHEREAS, Michael Foreman earned many accolades throughout his life; he was named the 2007 Outstanding Citizen of the Year by the Top of Virginia Regional Chamber and received the Distinguished Service Award from the Virginia Court Clerks’ Association and the Supreme Court of Virginia; and

WHEREAS, Michael Foreman will be greatly missed and lovingly remembered by his wife of 45 years, Veerle; sons, David and Stewart, and their families; and many other family members and friends; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of Michael Marcellus Foreman, a selfless public servant, devoted educator, and pillar of the Winchester community; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Michael Marcellus Foreman as an expression of the General Assembly’s respect for his memory.
