SENATE JOINT RESOLUTION NO. 371
Commending William D. Mullins.

WHEREAS, William D. Mullins, the owner of B & B Motors of Grundy, was named the Virginia Independent Automobile Dealers Association Quality Dealer of the Year for 2011; and

WHEREAS, the Virginia Independent Automobile Dealers Association (VIADA) Quality Dealer of the Year award recognizes independent automobile dealers for their contributions to the industry, community and professional service, and adherence to a code of ethics; and

WHEREAS, William “Billy” Mullins used to help his father, an auto mechanic and service manager at a local Chevrolet dealership, repair old cars, and purchased his own first car, a 1969 Opel Rally, with money saved from working at a local grocery store; and

WHEREAS, after finishing high school and earning a degree in banking, Billy Mullins went to work for a local bank, opening B & B Motors in 1977 and working and attending auto auctions at night before leaving the bank to become a full-time auto dealer in 1978; and

WHEREAS, Billy Mullins joined VIADA when he first opened his business; over the years, he took an active role in the organization as treasurer, vice president, and president for two terms for District 8; and

WHEREAS, on the state level, Billy Mullins has been a state director since 1998, serving as chair of the member benefits, membership development, and government relations committees; and

WHEREAS, as president of VIADA, Billy Mullins traveled around the state visiting members and provided strong leadership to advance the mission of the organization; and

WHEREAS, committed to quality customer service, Billy Mullins takes pride in meeting customers’ needs by providing the right inventory and keeping that inventory in good condition; and

WHEREAS, Billy Mullins is an active member of his church and community, participating in foreign mission trips to eight different countries and delighting schoolchildren as Santa for the local Head Start program and the public schools; and

WHEREAS, a hardworking businessman, Billy Mullins has made many contributions to VIADA and the automobile dealers association industry throughout his career; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend William D. Mullins on his selection as the Virginia Independent Automobile Dealers Association Quality Dealer of the Year for 2011; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to William D. Mullins as an expression of the General Assembly’s appreciation for his achievement and best wishes in his future endeavors.
