12104812DBe it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding a section numbered 23-218.1 as follows:
§ 23-218.1. Mental health services; Board to develop plan.
The Board shall develop standards and policies directing community colleges to adopt, incrementally and as resources dedicated to the purpose become available, a mental health services action plan. The plan shall be implemented by community colleges to the extent of and in accordance with the standards provided by the Board, which shall consider the size of the institution, the population served by the institution and the needs of that population, and the resources needed to implement the plan. The plan shall, at a minimum, require the designation of at least one individual at each campus or center to serve as a point of contact for community services boards to facilitate screening and referral of any student who may be in need of emergency mental health services. The plan may also include, but need not be limited to, (i) educational and outreach efforts to raise awareness of mental health problems among students and faculty and (ii) the provision of limited mental health services at each campus or center to enable compliance with §§ 23-9.2:8 and 23-9.2:10.
Nothing in this section shall require a community college to provide mental health services.
