Be it enacted by the General Assembly of Virginia:

1.  § 1. The Virginia Department of Education shall establish a pilot program that explores the use and effectiveness of employing student growth indicators for school accountability and teacher evaluation. The Department shall give semiannual reports on the program to the Governor and the General Assembly. Such reports shall include (i) the process used for identifying schools to participate; (ii) the strengths and weaknesses associated with using student growth indicators as a method for school accountability or teacher evaluation; (iii) a comparison of the effectiveness of the use of student growth indicators to the effectiveness of the use of alternative methods of accountability and evaluation; and (iv) any recommendations to improve the school accreditation and teacher evaluation process that result from the program.

2.  That the provisions of this act shall expire on July 1, 2018.
