2013 SESSION
13100186DWHEREAS, Andrew Dalton Rhinehart, while a senior at Virginia High School in Bristol, was awarded first place for the Ninth Congressional District in the 2012 Congressional Art Competition with his piece entitled Where Old and New Worlds Met; and
WHEREAS, the Congressional Art Competition, sponsored by the Congressional Institute, recognizes the artistic talents of students from around the country; and
WHEREAS, students submit artwork to their congressional representative’s office, and the artwork is then evaluated by a panel of local artists in each district with the winning piece displayed for one year at the United States Capitol; and
WHEREAS, Dalton Rhinehart, a talented artist who won his first art award while in preschool and has won numerous local and regional awards, submitted a pencil drawing for consideration in the competition; and
WHEREAS, Dalton Rhinehart’s piece will hang in the tunnel connecting the Cannon House Office Building and the United States Capitol, where it will be viewed by congressional leaders and visitors; and
WHEREAS, a well-rounded and popular young man, Dalton Rhinehart also played numerous sports throughout his high school career in addition to pursuing his artistic talents in a variety of mediums; and
WHEREAS, now a freshman at Virginia Tech, Dalton Rhinehart is studying bioengineering, combining his love of engineering and art with the goal of designing prosthetics and insulin pumps to help people live their lives with greater ease; now, therefore, be it
RESOLVED by the House of Delegates, That Andrew Dalton Rhinehart hereby be commended on being selected as the Ninth Congressional District winner in the 2012 Congressional Art Competition; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Andrew Dalton Rhinehart as an expression of the House of Delegates’ congratulations and admiration for his artistic talent.
