HOUSE RESOLUTION NO. 151
Celebrating the life of Jackson Newbill Miller.

 

Agreed to by the House of Delegates, February 1, 2013

 

WHEREAS, Jackson Newbill Miller, a devoted servant of Rappahannock County, died on January 26, 2013; and

WHEREAS, a lifelong resident of Rappahannock County, Jackson “Newbill” Miller was born in 1936 and later graduated from Virginia Tech with a bachelor’s degree; and

WHEREAS, Newbill Miller went on to serve in the United States Army, then transferred to the United States Army Reserve and retired as a captain in the 1960s; and

WHEREAS, pursuing a career in farming, Newbill Miller and his father started Ginger Hill Angus Farm and an apple packing plant, employing hundreds of members of the community; Newbill Miller’s skill as a cattle breeder earned him statewide recognition; and

WHEREAS, Newbill Miller never lost his passion for cattle farming and later served as a member of the board and the president of the Virginia Angus Association; and

WHEREAS, dedicated to the well-being of his fellow residents, Newbill Miller joined the Rappahannock County Board of Supervisors and, at 28 years old, became its youngest chair; and

WHEREAS, known as a fair and honest leader, Newbill Miller held many other positions in the community, including as a member of the local school board, the mayor of the Town of Washington, and the chief of the local volunteer fire department; and

WHEREAS, Newbill Miller’s greatest legacy to the community began when he was a member of the Rappahannock County Planning Commission; and

WHEREAS, Newbill Miller worked to ensure the integrity of the area’s land and kept much of the county rural; today, Rappahannock County is one of the most beautiful, scenic counties in the region; and

WHEREAS, in addition to maintaining the natural beauty of Rappahannock County, Newbill Miller’s initiatives also laid the groundwork for the stable land prices and many cottage industries that the county enjoys today; and

WHEREAS, an avid hunter, Newbill Miller built many friendships as a frequent attendee of Rappahannock Hunt events; and

WHEREAS, serving the youth of the community, Newbill Miller was a troop leader for the Boy Scouts of America and organized and coached a local little league baseball team; and

WHEREAS, an incredible husband, father, and grandfather, Newbill Miller is survived by his wife, Carolyn; sons, Jay, Hodge, and Brooke, and their families; and many other family members and friends; now, therefore, be it

RESOLVED, That the House of Delegates hereby note with great sadness the loss of Jackson Newbill Miller, a pillar in the Rappahannock County community; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Jackson Newbill Miller as an expression of the House of Delegates’ respect for his memory.
