2013 SESSION
WHEREAS, Richard Watkins Wiltshire, a lifelong Richmond resident and a prominent member of the community, died on May 29, 2012; and
WHEREAS, born in Richmond in 1921, Richard “Dick” Wiltshire graduated from the University of Virginia, where he served as the president of the Arts and Sciences Council and the chair of the Honor Committee; and
WHEREAS, Dick Wiltshire was a member of the University of Virginia Seven Society and also received the university’s award for outstanding scholar-athletes; and
WHEREAS, after college, Dick Wiltshire honorably served his country as a captain in the United States Marine Corps during World War II; he later served as a member of the honor guard at the funeral of President Franklin D. Roosevelt; and
WHEREAS, joining Home Beneficial Life Insurance Company in 1946, Dick Wiltshire worked his way up to become the company’s first director of training, then president and CEO; he retired as chairman of the board after more than 50 years of loyal service; and
WHEREAS, working hard to support the community, Dick Wiltshire served on the boards of Children’s Hospital, Richmond Memorial Hospital, the American Red Cross, Sovran Bank, Union Theological Seminary, the Life Insurer’s Conference, and the Richmond Chamber of Commerce; and
WHEREAS, a firm supporter of education, Dick Wiltshire was a life trustee of the Collegiate School in Richmond, an honorary life trustee for the Virginia Foundation for Independent Colleges, and a board member at the University of Richmond; and
WHEREAS, in 1998 the Boy Scouts of America honored Dick Wiltshire with the Distinguished Citizen Award; and
WHEREAS, a charter member of River Road Presbyterian Church, Dick Wiltshire served as the treasurer for the church; and
WHEREAS, Dick Wiltshire worked throughout his life to leave a legacy of good will to future generations of Richmonders and Virginians; and
WHEREAS, Dick Wiltshire is survived and lovingly remembered by his wife of 69 years, Jean; children, Gray, Rick, Buck, and Boodie, and their families; and many other family members, friends, and colleagues; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of Richard Watkins Wiltshire, a dynamic, beloved member of the Richmond community; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Richard Watkins Wiltshire as an expression of the House of Delegates’ respect for his memory.
