13104576DWHEREAS, Samuel Francis Lillard was born in Cascade, Virginia, and passed away on January 14, 2013, in his adopted home of Richmond; and
WHEREAS, Samuel Francis Lillard received a bachelor of arts degree in economics and business administration from Lynchburg College in 1957; earned a master's degree in hospital administration in 1965 from the Virginia Commonwealth University School of Medicine; and served honorably in the United States Army; and
WHEREAS, Samuel Francis Lillard also served as an administrative resident at Richmond Memorial Hospital and after completing his residency he joined the administrative team and progressed through the ranks to become president/administrator, a position he held until he left Richmond Memorial Hospital after 28 years of service, and he spent eight years as executive vice president/administrator of Richmond Community Hospital after Richmond Memorial Hospital was purchased by Bon Secours Health System; and
WHEREAS, Samuel Francis Lillard served his community in many capacities throughout his 36-year career and was actively involved in professional local, state, and national health care organizations; a few of his noteworthy appointments include serving as a fellow in the American College of Healthcare Executives and as a member of its fellowship committee; as a member of the Virginia Hospital and Healthcare Association, American Hospital Association, National League for Nursing, and School Health Advisory Board to the Richmond City School Board; board member of the Richmond Hospital Authority; board member and two-term chair of the Richmond Behavioral Health Authority; two-term chair of the Healthcare Division of the United Way of Richmond; two-term chair of the board of Memorial Child Guidance Clinic; two-year term as secretary and treasurer of Virginia Association of Community Service Boards; member of the Memorial Child Guidance Endowment Board; and chair of the board for the Capital Area Health Network and volunteer for Meals on Wheels; and
WHEREAS, prior to his retirement, Samuel Francis Lillard enjoyed a remarkable career as a hospital administrator for nearly 30 years at Bon Secours Richmond Memorial Hospital; he was often recognized during his career for exemplary service and received the 2012 "Making the Difference" Award from the Capital Area Health Network and the 2007 Volunteer of the Year Award, the prestigious award from the Virginia Community Healthcare Association; and
WHEREAS, Samuel Francis Lillard was committed to community service, and he continued his volunteer service after his retirement in order to share his knowledge and expertise on many levels, particularly to assist with at-risk children and persons with mental illness to ensure that they received appropriate care; at the time of his death, he was an active member of the Richmond Behavioral Authority Health Board; and
WHEREAS, Samuel Francis Lillard enjoyed fellowshipping with his coffee club and as the host of special friends; he was beloved by his godchild and companion pets, and was characterized by a keen sense of responsibility and commitment to those who requested his assistance; and
WHEREAS, Samuel Francis Lillard will be remembered for his professionalism, genuine warmth, community service, and care of the most fragile among us; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Samuel Francis Lillard; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Samuel Francis Lillard as an expression of the General Assembly's respect for his memory.
