2013 SESSION
WHEREAS, Dr. William H. Joyner, a native of Richmond, attended Richmond Public Schools and graduated from Armstrong High School; he earned his baccalaureate degree in elementary education from Johnson C. Smith University in 1962, where he also was a member of the university's football and track teams, band, and choir; and
WHEREAS, in 1973 he completed the requirements for the master of education degree from Virginia Commonwealth University in educational administration and supervision; he then earned the doctor of education degree in educational leadership from Nova Southeastern University in 1991; and
WHEREAS, Dr. William H. Joyner is a respected educator and a strong advocate of the Effective Schools Concept whose keen ability to inspire and empower students, teachers, parents, and business leaders helped to facilitate a shared vision and significant accomplishments to reach school goals; and
WHEREAS, while Dr. William H. Joyner served as principal of Armstrong High School, the United States Department of Education noted the school's outstanding educational program in the Department's Recognition Program booklet, a highlight of his professional career; and
WHEREAS, as head football coach at John F. Kennedy High School, he led the newly formed team to three championships within five years; Dr. William H. Joyner’s former John F. Kennedy High School athletes sponsored a "Bill Joyner Night," showering him with many accolades; and
WHEREAS, Dr. William H. Joyner has received many awards, honors, and recognitions, including the Johnson C. Smith’s Distinguished Alumni Award; Kappa Alpha Psi Fraternity, Inc.'s Community Service Award; the Great Hope Baptist Church's Famous Black Women and Men of Yesterday and Today Award; the YMCA Volunteer Service Award; Mr. School Climate Award by the Collegial Association for the Development and Renewal of Education; induction into Johnson C. Smith University's 100 Club Sports Hall of Fame; and selection as a participant in the First Arizona State Leadership Academy; and
WHEREAS, Dr. William H. Joyner is an active participant in his community and a member of many organizations where he devotes his time, talent, and expertise, such as the Thebans Club; past membership committee chairman of Club 533; Thirty-First Street Baptist Church Board of Trustees; former chairman of the Downtown YMCA's managing board; president of the Richmond Alumni Chapter-Johnson C. Smith University; and a lifetime member of Kappa Alpha Psi Fraternity, Inc.; and
WHEREAS, Dr. William H. Joyner, a visionary leader, is also author of several noteworthy books and articles on empowerment, educational leadership, and academia; he retired as principal of James H. Blackwell Model Elementary School after serving as a teacher and a school administrator for over 30 years in the Richmond Public Schools; and
WHEREAS, it is appropriate and fitting that the contributions of Dr. William H. Joyner to public education be recognized and commended upon his retirement; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Dr. William H. Joyner; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dr. William H. Joyner as an expression of the General Assembly's appreciation for his service to public education in the Commonwealth and best wishes for a restful retirement.
