2013 SESSION
WHEREAS, Dr. Berkley Carlyle Ramsey, the esteemed president of Danville Community College, will retire in 2013 after more than two decades of visionary leadership; and
WHEREAS, a graduate of the University of Florida, Carlyle Ramsey earned a master’s degree and a doctorate from Florida State University; and
WHEREAS, Dr. Ramsey served as a faculty member at Albany Junior College, as assistant academic dean and division chair at South Georgia College, and as vice president of academic affairs at Union College before joining Danville Community College in 1987; and
WHEREAS, Dr. Ramsey served as dean of instruction and student development at Danville Community College and as the assistant vice chancellor of the Virginia Community College System before his appointment as president of Danville Community College in 1992; and
WHEREAS, during his tenure, Dr. Ramsey has directed Danville Community College’s expansion in programs, facilities, and regional initiatives that have made the institution a regional leader in higher education and workforce training; and
WHEREAS, Dr. Ramsey oversaw more than $34 million in renovations and expansions of the central campus and regional facilities to ensure Danville Community College’s ability to serve its students, staff, and faculty; and
WHEREAS, Dr. Ramsey worked with regional and state government and business leaders and Danville Community College faculty and staff to develop and receive funding for innovative programs and approaches that would adequately prepare students to enter the workforce and serve those affected by changes in the workforce; and
WHEREAS, Dr. Ramsey’s work led to the establishment of Danville Community College’s Regional Center for Advanced Technology and Training, a beacon of hope for unemployed workers who need to learn new skills to remain competitive in the workforce; and
WHEREAS, Dr. Ramsey worked to secure funding that led to the establishment of a new class that helps students to successfully interact with technology programs, better understand life at college, and develop and apply good study habits; and
WHEREAS, Dr. Ramsey also instituted a modified class schedule and established hybrid classes that incorporate both online and classroom learning opportunities to help students save money on travel expenses and juggle home, work, and classroom responsibilities; and
WHEREAS, Dr. Ramsey oversaw the successful conclusion of a major gifts campaign at Danville Community College that raised an astonishing $7.3 million; and
WHEREAS, a respected figure on the local, regional, state, and national level, Dr. Ramsey has served in a variety of capacities on a number of boards and councils and published scholarly articles in many professional and trade journals; and
WHEREAS, a remarkable leader, Dr. Ramsey has made numerous contributions to Danville Community College and positioned it for continued success in meeting the needs of its students in the future; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Dr. Berkley Carlyle Ramsey for his distinguished career in education and exemplary service as president of Danville Community College on the occasion of his retirement; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dr. Berkley Carlyle Ramsey as an expression of the General Assembly’s admiration and gratitude for his dedication to higher education in the Commonwealth.
