Commending the Honorable Marcus D. Williams.

WHEREAS, the Honorable Marcus D. Williams, a respected jurist who faithfully served the 19th Judicial District and Circuit, retired in 2012 after 35 years of distinguished service; and

WHEREAS, a graduate of Fisk University, Marcus Williams earned a law degree from the Catholic University of America and completed a fellowship at the City of London Polytechnic School of Business Studies and the London School of Economics; and

WHEREAS, Marcus Williams began his legal career as an Assistant Commonwealth’s Attorney for Fairfax County and then spent seven years as the Assistant County Attorney for Fairfax County; and

WHEREAS, in 1987 Marcus Williams was elected as a judge for the General District Court for the 19th Judicial District, where he served for three years until his election to the circuit court in 1990; and

WHEREAS, Judge Williams presided with great integrity, fairness, and wisdom over a wide variety of cases throughout his tenure and earned the respect of colleagues, courtroom staff, and attorneys with his knowledge of the law; and

WHEREAS, Judge Williams served on the Judicial Education Committee of the Judicial Conference of District Courts, as a member of the Fairfax-Falls Church Criminal Justice Advisory Board, as chair of the Circuit Court Jury Management Committee, as a member of the Legislative and Board of Supervisor Relations Committee, and as the Circuit Court Representative to the Council of Governments; and

WHEREAS, in 2007 Judge Williams was appointed to the Virginia Criminal Justice Services Board and the Virginia Supreme Court’s Virginia Model Jury Instructions Committee; and

WHEREAS, Judge Williams also served on the Fairfax Bar Association’s Public Relations Committee and has been a moderator for its annual “Law and the Media” seminar, which seeks to help journalists better understand the Virginia judicial system; and

WHEREAS, Judge Williams served as the chair of a special project of the Fairfax Bar Association, Fairfax Historical Society, and Family Court that renovated the historical courtroom of the Old Courthouse; and

WHEREAS, the recipient of numerous awards and accolades, Judge Williams made many contributions to the judicial system of the Commonwealth and looks forward to spending time with family and friends in his well-deserved retirement; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend the Honorable Marcus D. Williams for his distinguished service to the Commonwealth on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Honorable Marcus D. Williams as an expression of the General Assembly’s gratitude for his commitment to justice and public service.
