WHEREAS, Michael J. Fosbre, who faithfully served the 23rd Judicial Circuit Drug Court for 17 years, retired in 2012; and

WHEREAS, Governor Robert F. McDonnell designated September 2012 as Alcohol and Drug Addiction Recovery Month in the Commonwealth; and

WHEREAS, in 1995 the 23rd Judicial Circuit Drug Court became the first Drug Court in Virginia; and

WHEREAS, Michael Fosbre was a probation officer with the 23rd Judicial Circuit Drug Court since its inception and was the only person who remained continuously and actively involved with the Drug Court from the beginning; and

WHEREAS, at the time of his retirement, Michael Fosbre was the longest-serving person with a Drug Court in the history of the Commonwealth; and

WHEREAS, Michael Fosbre served the 23rd Judicial Circuit with the utmost skill, compassion, and dedication for 17 years; and

WHEREAS, Michael Fosbre rendered an invaluable service to all participants in the Drug Court Program, including the more than 700 who graduated with increased productivity and sobriety, regained custody, paid court costs, and experienced reduced recidivism; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Michael J. Fosbre for his service to the 23rd Judicial Circuit Drug Court on the occasion of his retirement; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Michael J. Fosbre as an expression of the General Assembly’s admiration and gratitude for his dedicated public service.
