Celebrating the life of Charles Taft Peters, Jr.

WHEREAS, Charles Taft Peters, Jr., a passionate volunteer and tireless community leader in the City of Richmond, died on January 29, 2013; and

WHEREAS, born in Palm Beach, Florida, on June 6, 1942, Charles Peters grew up in Ohio and earned bachelor’s and master’s degrees from the University of Virginia; and

WHEREAS, in 1967 Charles Peters became a community planner for the Division of State Planning and Community Affairs, helping communities throughout the Commonwealth plan for bright futures; and

WHEREAS, Charles Peters became a senior planner for the City of Richmond in 1972; he later became the chief of the Program Planning Bureau, then the director of the Department of Planning and Community Development; and

WHEREAS, Charles Peters helped design several projects that benefited the city, including the restoration of the canal system, a riverfront development initiative, the creation of the 6th Street Marketplace, and the Project One rehabilitation effort that led to the opening of the Greater Richmond Convention Center; and

WHEREAS, deeply devoted to the City of Richmond and its residents, Charles Peters guided and advocated for the city’s invigoration and responsible growth until his retirement in 1997; and

WHEREAS, an enthusiastic volunteer, Charles Peters worked to preserve Richmond’s history, protect the James River, increase equal housing opportunities, and support early childhood development and education; and

WHEREAS, Charles Peters was a leader in many organizations; he was the executive director of the FRIENDS Association for Children, a founding member of the Better Housing Coalition, a trustee for the Historic Richmond Foundation, and a member of the Falls of the James Scenic Advisory Committee; and

WHEREAS, from his positions in city government to his efforts on the ground, Charles Peters dedicated his life to laying the foundation for a strong future in the city he loved; and

WHEREAS, happiest while trout fishing or riding one of his three motorcycles, Charles Peters was a member of the Richmond BMW Riders club and the Fly Fishers of Virginia; he had traveled over 150,000 miles on his motorcycles and had gone as far as Montana and Alaska for fishing trips; and

WHEREAS, Charles Peters will be greatly missed and lovingly remembered by his wife of 45 years, Greta; son, Charles III; and many other family members, friends, and fellow Richmond residents; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Charles Taft Peters, Jr., a dedicated volunteer and a proud leader in the City of Richmond; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Charles Taft Peters, Jr., as an expression of the General Assembly’s respect for his memory.
