Commending Dr. Marshall W. Smith.

WHEREAS, Dr. Marshall W. Smith, president of John Tyler Community College, will retire on August 1, 2013; he has served in that capacity since September of 1990 and has shown outstanding leadership and commitment to higher education in the Commonwealth; and

WHEREAS, Dr. Smith holds a bachelor’s degree and a doctorate from the University of Alabama and a master’s degree from West Georgia College, now known as the University of West Georgia; and

WHEREAS, Dr. Smith began his over 45-year career with student affairs positions in Alabama and Georgia, then pursued an interest in academic administration; and

WHEREAS, Dr. Smith came to Virginia in 1985 as the president of Germanna Community College, then moved to the Virginia Community College System office as the vice chancellor for academic and student affairs for four years; and

WHEREAS, as the sixth president of John Tyler Community College, Dr. Smith has served for 23 of the college’s 46 years of existence, making him its longest serving chief executive officer; and

WHEREAS, during that time he has presided over a rapid increase in the student population, which has doubled in number, making John Tyler Community College the fifth largest college of the 23 community colleges in the Virginia Community College System; and

WHEREAS, under Dr. Smith’s leadership, the college grew to two campuses, the original Chester campus and the Midlothian campus; added the Nursing Education Center; and became the first Virginia community college to construct an environmentally friendly building certified according to Leadership in Energy and Environmental Design standards; and

WHEREAS, the college also expanded its course offerings, dual enrollment program, and workforce efforts; built countless new business partnerships; added online classes; and made myriad other advancements; and

WHEREAS, through these achievements, Dr. Smith has earned statewide and national recognition for John Tyler Community College; and

WHEREAS, Dr. Smith has selflessly offered his talents in service to the Commonwealth and the higher education profession in numerous capacities; and

WHEREAS, Dr. Smith served as chair of the Virginia delegation to the Commission on Colleges of the Southern Association of Colleges and Schools for three years, served on the executive council of the commission for three years, and chaired over 30 reaffirmation and special committees; and

WHEREAS, Dr. Smith served 12 years as the secretary/treasurer and one year as the president of the Southern Association of Community, Junior, and Technical Colleges; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Dr. Marshall W. Smith on the occasion of his retirement as president of John Tyler Community College; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Dr. Marshall W. Smith as an expression of the General Assembly’s gratitude for his many valuable contributions and service to the Commonwealth and best wishes in all his future endeavors.
