Celebrating the life of Richard Louis Storch.

WHEREAS, Richard Louis Storch, a longtime supporter of the Village of Waterford in Loudoun County known for his preservation, development, and philanthropic endeavors, died on August 9, 2012; and

WHEREAS, a graduate of Stanford University, Richard “Dick” Storch served as an aide to Clarence B. Randall during the Eisenhower administration; and

WHEREAS, Dick Storch then earned a master’s degree at the Fletcher School of Law and Diplomacy at Tufts University and served his country as a Foreign Service Officer in Togo and Lebanon; and

WHEREAS, following his U.S. Department of State service, Dick Storch remained in the Middle East and embarked on a career in banking, opening branches for the Continental Bank before returning to the United States and joining the World Bank, where he enjoyed a 14-year career; and

WHEREAS, Dick Storch spent nearly three decades with his family’s real estate business, developing a passion for historic homes that led to the restoration and preservation of numerous buildings in the Loudoun County and Washington, D.C., area; and

WHEREAS, known for his attention to detail, Dick Storch took great pride in the accurate restoration of historic properties, including that of his own home—the Hague-Hough House in Waterford; and

WHEREAS, Dick Storch, as a member of the board of the Waterford Foundation, worked to preserve and protect the village’s many historic homes and scenic landscapes while also developing programs to educate and entertain residents and visitors; and

WHEREAS, a generous supporter of the Waterford Foundation, Dick Storch provided essential financial planning and management insight to ensure the foundation’s ability to continue its mission in the future; and

WHEREAS, Dick Storch also played a pivotal role in the development of a retirement facility in the Town of Lovettsville and worked to provide a secure water supply for that part of town through a proffer enhancement; and

WHEREAS, a true Virginia gentleman who made many lasting contributions to Loudoun County, Dick Storch will be fondly remembered and greatly missed by his loving family members, friends, and admirers; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a respected citizen of Loudoun County, Richard Louis Storch; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Richard Louis Storch as an expression of the General Assembly’s respect for his memory.
