HOUSE JOINT RESOLUTION NO. 768 Offered January 23, 2013 Designating April 13, in 2013 and in each succeeding year, as Coal Miners Day in Virginia. ---------- Patron-- Yost ---------- Unanimous consent to introduce ---------- Referred to Committee on Rules ----------

WHEREAS, coal was first discovered in Virginia by Dr. Thomas Walker on April 13, 1750; and

WHEREAS, the work of coal miners in Southwest Virginia helped to bring one of the first railroad lines, the New River Division, into the area in 1883; and

WHEREAS, America’s coal mines produce enough coal to provide over 50 percent of the nation’s energy needs every year; and

WHEREAS, coal is a critical source of low-cost base-load power that keeps energy and electricity costs affordable for Americans; and

WHEREAS, coal production accounts for $1 trillion in gross domestic product and provides seven million jobs in America, over 4,000 of which are located in Virginia; and

WHEREAS, the mining industry in the Appalachian region creates approximately $8 billion per year in economic benefits to the Commonwealth; and

WHEREAS, nine out of every 10 tons of coal mined in the United States is used for domestic energy production, enabling citizens to have access to abundant and affordable energy; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly designate April 13, in 2013 and in each succeeding year, as Coal Miners Day in Virginia; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit a copy of this resolution to the executive director of the Virginia Mining Association so that members of the Virginia Mining Association may be apprised of the sense of the General Assembly of Virginia in this matter; and, be it

RESOLVED FINALLY, That the Clerk of the House of Delegates post the designation of this day on the General Assembly’s website.
