13103905DWHEREAS, the Joint Commission on Transportation Accountability was created by the General Assembly in 2007; and
WHEREAS, among the Commission's principal duties is to study, on a continuing basis, the operations, practices, and duties of state agencies and other entities that receive funding from the Commonwealth with transportation responsibilities as they relate to efficiency in the use of space, personnel, equipment, and facilities; and
WHEREAS, the policy of tolling transportation facilities in the Commonwealth, the financial performance of the Washington Metropolitan Area Transit Authority (WMATA), and the possibility of using a portion of farecard fees collected by WMATA to pay for the Silver Line are within the scope of responsibility of the Commission; and
WHEREAS, registration of motor vehicles, traffic congestion on Interstate Route 66, and the effectiveness of transportation studies pertaining to local zoning decisions are also matters that are within the scope of responsibility of the Commission; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Joint Commission on Transportation Accountability be directed to study to study the efficient use of transportation-related facilities in the Commonwealth. Such study shall include (i) the policy of tolling transportation facilities in the Commonwealth, (ii) the financial performance of the Washington Metropolitan Area Transit Authority (WMATA), (iii) the possibility of using a portion of farecard fees collected by WMATA to pay for the Silver Line, (iv) registration processes at the Department of Motor Vehicles, (v) the feasibility of widening Interstate Route 66 inside the Capitol Beltway, and (vi) the effectiveness of transportation studies pertaining to local zoning decisions.
Technical assistance shall be provided to the Commission by the Department of Transportation and the Department of Rail and Public Transportation. All agencies of the Commonwealth shall provide assistance to the Commission for this study, upon request.
The Commission shall complete its meetings by November 30, 2013, and the chairman shall submit to the Division of Legislative Automated Systems an executive summary of its findings and recommendations no later than the first day of the 2014 Regular Session of the General Assembly. The executive summary shall state whether the Commission intends to submit to the General Assembly and the Governor a report of its findings and recommendations for publication as a House or Senate document. The executive summary and report shall be submitted as provided in the procedures of the Division of Legislative Automated Systems for the processing of legislative documents and reports and shall be posted on the General Assembly's website.
