WHEREAS, the U.S. General Services Administration (GSA) has requested input on a location for a consolidated Federal Bureau of Investigation headquarters in the national capital region; and
WHEREAS, the Federal Bureau of Investigation’s (FBI) current headquarters at the J. Edgar Hoover Building no longer meets the agency’s requirements and needs; and
WHEREAS, the GSA should consider several factors that make a location in Northern Virginia a logical and appropriate choice; and
WHEREAS, the FBI currently has a major training academy on a large complex at Quantico, and a new headquarters in Northern Virginia would facilitate intra-agency activities and communications; and
WHEREAS, many employees of the FBI currently reside in Northern Virginia; a new headquarters in Northern Virginia would minimize adverse effects of a relocated site to these employees; and
WHEREAS, proximity to the National Counterterrorism Center and CIA provide opportunity for efficiency and agency coordination; and
WHEREAS, the GSA should use a source selection procurement that gives appropriate weight to qualitative factors other than simply cost; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the Congress of the United States be urged to encourage the U.S. General Services Administration to consider Northern Virginia as the site for the new Federal Bureau of Investigation headquarters; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Virginia Congressional Delegation so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
