HOUSE JOINT RESOLUTION NO. 690 Offered January 9, 2013 Memorializing the Congress of the United States to repeal federal ethanol mandates for gasoline. ---------- Patron-- Purkey ---------- Referred to Committee on Rules ----------

WHEREAS, federal laws and regulations require that gasoline sold in the United States contain ethanol; and

WHEREAS, about 40 percent of the corn produced in the United States is used to produce ethanol; and

WHEREAS, when the price of corn increases, as it did during the droughts of 2012, ethanol production competes with the use of corn for food; and

WHEREAS, when ethanol mandates contribute to an increase in the price of corn, they cause a needless rise in the price of food that contains corn, as well as in the price of meat and other products from cattle and livestock that consume corn as feed; and

WHEREAS, ethanol is less efficient as a fuel than gasoline, and the overall cost of using gasoline with ethanol is higher than the cost without ethanol; and

WHEREAS, ethanol burns at a higher temperature than gasoline, causing serious damage to the engines, fuel pumps, and other key components of motorcycles, watercraft, antique cars, lawn mowers, and equipment with gasoline engines; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the Congress of the United States be urged to repeal federal ethanol mandates for gasoline; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates transmit copies of this resolution to the Speaker of the United States House of Representatives, the President of the United States Senate, and the members of the Virginia Congressional Delegation so that they may be apprised of the sense of the General Assembly of Virginia in this matter.
