A BILL to amend the Code of Virginia by adding in Article 2 of Chapter 3 of Title 24.2 sections numbered 24.2-303.4 and 24.2-304.04 and to repeal § 24.2-303.3 of the Code of Virginia, relating to technical adjustments of certain Senate and House of Delegates district boundaries.

Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 2 of Chapter 3 of Title 24.2 sections numbered 24.2-303.4 and 24.2-304.04 as follows:

§ 24.2-303.4. Senate districts.

A. There shall be 40 members of the Senate of Virginia elected from 40 senate districts and each district is entitled to representation by one senator.

B. All references in this section to boundaries of counties and cities shall be interpreted to refer to those in existence on April 1, 2011, and as reported by the United States Bureau of the Census in the 2010 Census reports provided pursuant to United States Public Law 94-171, notwithstanding subsequent boundary changes by law, annexation, merger, consolidation, or the voiding of boundary changes theretofore made final.

C. Parts of counties and cities listed in subsection D are defined by reference to the 2010 Census reports for the precincts, parts of precincts, and blocks listed for each senate district in the Statistical Report on file with the Clerk of the House of Delegates for the Act of Assembly containing the final enactment of this section. Precincts shall be interpreted to refer to those in existence on April 1, 2011, and as reported by the United States Bureau of the Census in the 2010 Census reports provided pursuant to United States Public Law 94-171, notwithstanding subsequent changes made by localities. An electronic shape file map and a block equivalency file for all districts shall be on file with the Clerk of the House of Delegates. In the event a block has not been assigned to a district, or an assignment would result in a non-contiguous district, assignment of said block shall be governed by the block equivalency file.

D. The 40 senate districts are:
