Be it enacted by the General Assembly of Virginia:

1.  That Articles 10 (§§ 58.1-400 through 58.1-423), 13 (§§ 58.1-432 through 58.1-439.12:10), and 20 (§§ 58.1-500 through 58.1-504) of Chapter 3 of Title 58.1 of the Code of Virginia are repealed.

2.  That the provisions of this act shall be effective for taxable years beginning on and after January 1, 2013.
