1. That §§ 2.2-215 and 10.1-1601 of the Code of Virginia are amended and reenacted as follows:
§ 2.2-215. Position established; agencies for which responsible.
The position of Secretary of Natural Resources (the Secretary)
is created. The Secretary shall be responsible to the Governor for the
following agencies: Department of Conservation and Recreation, Department of
Historic Resources, Marine Resources Commission, Department of Game and Inland
Fisheries, Virginia Museum of Natural History, Virginia
Recreational Facilities Authority, and the
Department of Environmental Quality. The Governor may, by executive order,
assign any state executive agency to the Secretary of Natural Resources, or
reassign any agency listed in this section to another Secretary.
§ 10.1-1601. Authority created.
In order to (i) provide a high quality recreational attraction
in the western part of the Commonwealth; (ii) expand the historical knowledge
of adults and children; (iii) promote tourism and economic development in the
Commonwealth; (iv) set aside and conserve scenic and natural areas along the
Roanoke River and preserve open-space lands; and (v) enhance and expand
research and educational programs, there is created a
political subdivision of the Commonwealth to be known as "The Virginia
Recreational Facilities Authority." The Authority's exercise of the powers
conferred by this chapter shall be deemed to be the performance of an essential
governmental function in the
executive branch of state government the Virginia Recreational Facilities
Authority (the Authority).
