Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 15.2-2119.2 as follows:

§ 15.2-2119.2. Discounted fees and charges for certain low-income and disabled customers.

Any locality by ordinance may develop criteria for providing discounted water and sewer fees and charges for low-income and disabled customers.
