For the purposes of the Virginia Freedom of Information Act (§ 2.2-3700 et seq.) applicable to access to public records, an accrediting agency shall be considered a public body and, except as otherwise expressly provided by law, shall have the same obligation to disclose any communication between it and a public institution of higher education to the extent such communication relates to the accreditations of a Virginia public institution of higher education.
