- While I am voting for this budget, I object to Item 3-6.04 #2c. Chesapeake will have $47,783 taken from its fines and fee and transferred to the Literary
Fund. Chesapeake has funded the Chesapeake Expressway Toll and operates
this facility. I object to taking fines from a locality that has funded
its own roads and is paying the bonds used to pay for that road.
Ramadan - I have deep reservations about the transportation section of this
Budget. This Bill does not address extending Rail to Dulles and the 87th
District which is in dire need for mass transit. The final conference
report did indeed address additional funding for education, public safety and
other core functions of government but it didn't include any funding for Dulles
Rail. I therefore object to this Budget compromise and request $250 million
investment by the Commonwealth towards Dulles Rail, all of which will be
conditioned on good business practices, no Project Labor Agreements, no
alternative Project Labor Agreements, distance pricing, transparency and
accountability.
Crockett-Stark - I feel it is my responsibility to vote for the budget. I
am against all of the VRS hybrid plan and changes. I am against taking
fines money from localities for general funds. State
employees/constitutional officers should have had a raise year 1.
