WHEREAS, Dr. John Earle Petersen, a George Mason University professor whose expertise in government finance and financial institutions earned him international acclaim, died on April 4, 2012; and
WHEREAS, a graduate of Northwestern University, John Petersen received a master’s degree and doctorate from the University of Pennsylvania, writing his doctoral dissertation under a Ford Foundation fellowship; and
WHEREAS, Dr. Petersen began his distinguished career at the Federal Reserve Board and worked for the Securities Industry Association, now known as the Securities Industry and Financial Markets Association, and Urban Institute before joining the Government Finance Research Center; and
WHEREAS, in 1992, Dr. Petersen founded the Government Finance Group and provided expert knowledge and insight to clients ranging from local municipalities to the World Bank, USAID, and the Asian Development Bank; and
WHEREAS, in 2002, Dr. Petersen joined George Mason University as a professor of public policy and finance in the School of Public Policy, sharing insight gained from in-depth experience in local, state, federal, and international financial issues with the future generation; and
WHEREAS, a brilliant economist, Dr. Petersen wrote the Finance column for Governing magazine, co-edited the Oxford Handbook of State and Local Government Finance, and served on the editorial boards of Public Budgeting and Finance, Municipal Finance Journal, Public Works Management and Policy, and MuniNet and as a board member of the Municipal Securities Rulemaking Board; and
WHEREAS, a longtime resident of the City of Fairfax, Dr. Petersen served a term on city council and as a board member of Historic Fairfax City; he provided invaluable support and guidance as a member of the city’s Economic Development Authority; and
WHEREAS, the recipient of numerous awards and accolades, Dr. Petersen taught a semester at Yonsei University in South Korea as a Distinguished Fulbright Lecturer and received the Lifetime Achievement Award from the Association for Budgeting and Financial Management in 2011; and
WHEREAS, a respected and admired member of his profession, Dr. Petersen made many invaluable contributions to his field and the fiscal health of governments and agencies around the world; and
WHEREAS, John Petersen will be fondly remembered and greatly missed by his wife of 49 years, Mary; his three children and their families; and numerous other family members, friends, colleagues, and students; now, therefore, be it
RESOLVED, That the Senate of Virginia hereby note with great sadness the loss of an outstanding Virginian, Dr. John Earle Petersen; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Dr. John Earle Petersen as an expression of the Senate of Virginia’s respect for his memory.
