12200190DWHEREAS, William B. Tirrell, Sr., has built an impressive record of service to the residents of Herndon as a member of the town council for more than two decades; and
WHEREAS, a graduate of the United States Naval Academy, William “Bill” Tirrell earned a master’s degree from the Naval Postgraduate School and proudly served his country as a naval officer for two decades, earning numerous military awards for his distinguished service; and
WHEREAS, a resident of Herndon since 1978, Bill Tirrell graduated from the Herndon Neighborhood College and Herndon Citizens Police Academy and took an active role in such community organizations as the Greater Herndon Jaycees, Optimist Club of Herndon, Council for the Arts of Herndon, Spina Bifida Association of the Tri-State Region, Spina Bifida Association of America, and Sister Cities International of the Herndon Area, Inc.; and
WHEREAS, Bill Tirrell also served as district chair of the Powhatan Boy Scout District Committee of the National Capital Area Council and was the recipient of the James E. West Fellowship and Silver Beaver Award, in addition to serving as a professional umpire with the Northern Virginia Baseball Umpires Association; and
WHEREAS, Bill Tirrell gained valuable experience in local government affairs as a member of the Architectural Review Board, Board of Zoning Appeals, and Herndon Planning Commission prior to his election to the Herndon Town Council in 1990; and
WHEREAS, committed to the well-being and prosperity of Herndon, Bill Tirrell ably represented the town as a member of the Fairfax County Government Committee, Virginia Municipal League Finance Steering Committee, and Inter-Jurisdictional Committee with Fairfax County; and
WHEREAS, Bill Tirrell also served as chair of the Zoning and Subdivision Ordinance Revision Project Advisory Committee and as alternate representative to the Northern Virginia Transportation Association Planning Coordination Advisory Committee; and
WHEREAS, as chair of the Joint Communications Committee of the Town Council and Planning Commission, Bill Tirrell encouraged open dialogue to enhance local government relations and better serve residents; and
WHEREAS, an outstanding public servant, Bill Tirrell devoted countless hours to improving the lives of residents through the effective operation of local government; now, therefore, be it
RESOLVED by the House of Delegates, That William B. Tirrell, Sr., hereby be commended for his decades of service to the residents of Herndon as a member of the town council; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to William B. Tirrell, Sr., as an expression of the House of Delegates’ admiration for his commitment to public service.
