2012 SPECIAL SESSION I
WHEREAS, William Gilbert Laws of Virginia Beach, a retired United States Navy veteran and dedicated emergency services worker, died on March 28, 2012; and
WHEREAS, William “Bill” Laws dedicated his life and community service to the Davis Corner Volunteer Fire Department and Rescue Squad, where he had been an active member since 1981, held the distinction of being a life member, and still actively answered calls as an emergency medical technician; and
WHEREAS, Bill Laws had served the emergency management service community, the City of Virginia Beach, and the Davis Corner Volunteer Fire Department and Rescue Squad for over 30 years, including as volunteer chief for seven years, president for five years, and president of the Council of Virginia Beach Volunteer Rescue Squads; and
WHEREAS, Bill Laws served the Virginia Association of Volunteer Rescue Squads (VAVRS) in many capacities, including as vice president of District 2 for numerous terms, working with his wife, Kay, to provide leadership to the district, and as the representative to the Board of Governors; and
WHEREAS, Bill Laws had just been recently recognized for his 30 years of service to the Davis Corner Volunteer Fire Department and Rescue Squad and was currently serving as the president of the Davis Corner Volunteer Rescue Squad Foundation; and
WHEREAS, Bill Laws served the Tidewater EMS Council as a representative of the VAVRS, was a member of the Critical Incident Stress Debriefing Team at the time of his passing, and had also been recognized as the 2004 Tidewater EMS Council’s Outstanding EMS Administrator; and
WHEREAS, Bill Laws served his country in the United States Navy, retiring in 1986 after 22 years as a Chief Yeoman, serving in Vietnam and as a training specialist with the Command Submarine Forces in Norfolk for 19 years; and
WHEREAS, Bill Laws leaves behind to cherish his memory, his wife of 48 years, Kay; three sons; 10 grandchildren; numerous other family members and friends; and members of the emergency medical services community; now, therefore, be it
RESOLVED, That the House of Delegates hereby note with great sadness the loss of a true and respected veteran of the United States Navy and member and leader of the emergency medical services community not only in Virginia Beach, but also in the Commonwealth, William Gilbert Laws; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of William Gilbert Laws as an expression of the House of Delegates’ respect for his memory and accomplishments.
