HOUSE JOINT RESOLUTION NO. 5019
Celebrating the life of Charles Steven Martin.

WHEREAS, Charles Steven Martin, a dedicated public servant who served as the first African American chair of the Albemarle County School Board and Albemarle County Board of Supervisors, died on April 10, 2012; and

WHEREAS, a native of Patrick County, Charles Martin earned a bachelor’s degree from the University of Virginia and worked to help troubled youth as a juvenile probation officer; and

WHEREAS, in 1987 Charles Martin was appointed to the at-large seat on the Albemarle County School Board and became the first African American chair of the board; and

WHEREAS, committed to the well-being of area youth, Charles Martin worked to ensure that the students of Albemarle County received the best possible education to prepare them for their futures; and

WHEREAS, a particularly effective and compassionate leader, Charles Martin served three terms on the Albemarle County Board of Supervisors as the Rivanna District representative and became the first African American chair of the board; and

WHEREAS, Charles Martin was a strong voice for the impoverished and underserved and worked alongside fellow supervisors and county officials to address a wide array of issues during his tenure, dedicating many hours to attending meetings and addressing constituent concerns; and

WHEREAS, Charles Martin founded the Sexual Assault Resource Agency, which provides services to survivors of sexual assault, community outreach, and systems advocacy in the Charlottesville area; and

WHEREAS, as head of Urban Vision, Charles Martin encouraged individual success and neighborhood vitality by promoting educational equity, lifelong learning, and economic opportunity; and

WHEREAS, a groundbreaking leader, Charles Martin leaves behind many loving family members, friends, and admirers and a legacy of service to youth and the community; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a dedicated public servant, Charles Steven Martin; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Charles Steven Martin as an expression of the General Assembly’s respect for his memory.
