SUMMARY AS INTRODUCED:

Definition of income tax.  Provides a definition of "income tax" for purposes of certain individual income tax credits for taxes paid to another state or a foreign country. The provisions of the bill are retroactive for taxable years 2007 through 2011 and prospective beginning with taxable year 2012. The bill contains an emergency clause.
