SUMMARY AS PASSED:

Virginia All-Payer Claims Database; creation.  Establishes the Virginia All-Payer Claims Database system, in order to facilitate data-driven, evidence-based improvements in access, quality, and cost of health care and to improve the public health through understanding of health care expenditure patterns and operation and performance of the health care system. Entities that choose to submit claims data to the database shall do so pursuant to data use and submission agreements executed with the nonprofit organization that contracts with the Commissioner of Health for public health data needs. The bill also directs the Commissioner to develop a work group to study continuing health information needs in the Commonwealth. This bill is identical to SB 135.

SUMMARY AS PASSED HOUSE:

Virginia All-Payer Claims Database; creation.  Establishes the Virginia All-Payer Claims Database system, to facilitate data-driven, evidence-based improvements in access, quality, and cost of health care through understanding of health care expenditure patterns and operation and performance of the health care system. The bill requires health insurers, health care subscription plans, health maintenance organizations third-party administrators, pharmacy benefits administrators or managers, the Department of Medical Assistance Services, and federal health insurance plans to submit claims data to the All-Payer Claims Database, and requires the Board of Health to promulgate regulations for the operation of the All-Payer Claims Database which will protect patient privacy and data security, identify specific data elements to be submitted and collected, foster geographic and other comparisons of data, allow the public to collect information about and compare services offered by health plans, insurers, and providers; and facilitate value-based, cost-effective purchasing of health care services by public and private purchasers and consumers. The bill also creates the Advisory Board on Health Care Data Reporting to assist the Board of Health in developing regulations implementing the All-Payer Claims Database, and establishes a multi-phase implementation process and reporting schedule for establishing the All Payer Claims Database. Upon promulgation of final regulations implementing the Database, the existing statute dealing with the current survey of health carriers subject to HEDIS reporting is repealed.

SUMMARY AS INTRODUCED:

Virginia All-Payer Claims Database; creation.  Establishes the Virginia All-Payer Claims Database system, in order to facilitate data-driven, evidence-based improvements in access, quality, and cost of health care through understanding of health care expenditure patterns and operation and performance of the health care system. Data shall be made publicly available in a form that protects the identity of individual patients. The bill also creates the Advisory Board on Health Care Data Reporting to assist the Board of Health in developing regulations implementing the All-Payer Claims Database. Upon promulgation of final regulations implementing the Database, the existing statute dealing with the current survey of health carriers subject to HEDIS reporting is repealed.
