SUMMARY AS ENACTED WITH GOVERNOR'S RECOMMENDATION:

Expenditures and reports on instructional spending.  Requires the Department of Education to include in the annual School Performance Report Card for school divisions the percentage of each division's annual operating budget allocated to instructional costs. The Department will establish a methodology for allocating each school division's expenditures to instructional and noninstructional costs in a manner that is consistent with the funding of the Standards of Quality as approved by the General Assembly. This bill incorporates HB 78.

SUMMARY AS PASSED HOUSE:

Expenditures and reports on instructional spending.  Requires each local school board to report annually to the Board of Education the percentage of its annual operating budget allocated to instructional costs. The Board of Education shall include this information in the annual School Performance Report Card for each school division, as well as annually report the same to the House Committees on Appropriations and Education and to the Senate Committees on Finance and Health and Education. This bill incorporates HB 78.

SUMMARY AS INTRODUCED:

Expenditures and reports on instructional spending.  Requires each local school board to allocate 67 percent of its operating budget to instructional spending.
