12102991DWHEREAS, Pastor Victor Torres, the founder of New Life Outreach International Church in Chesterfield County, has positively influenced the lives of countless individuals through his inspiring message of renewal, and work with those facing drug and alcohol abuse; and
WHEREAS, as a young man, Victor Torres belonged to a gang and battled drug abuse issues before becoming a member of a Teen Challenge Training Center Inc. program, which provided a faith-based recovery experience; and
WHEREAS, Victor Torres experienced a personal revival and committed to his newfound faith and freedom, shared his experiences with others and attended a Bible school in California, where he met his wife, Carmen; and
WHEREAS, in 1971, Victor Torres came to Richmond to speak and decided to stay, opening New Life for Youth, a drug addiction rehabilitation home; and
WHEREAS, the 118-acre facility, now located in Beaverdam, focuses on helping those facing substance abuse addiction, ministering to the broken, and educating individuals and communities about the dangers of drug and alcohol abuse; and
WHEREAS, participants in the New Life for Youth program spend 12 to 18 months receiving vocational, educational, and spiritual training so that they can emerge victorious and ready to make positive contributions to society; and
WHEREAS, New Life for Youth has expanded to include Mercy House, a women’s rehabilitation center in Richmond, and additional programs along the East Coast; and
WHEREAS, in 1979, Victor Torres and his wife formed New Life Outreach International Church, where he continues to preach and share his message of redemption and renewal with the 1,000-member congregation; and
WHEREAS, a remarkable man, Victor Torres has selflessly devoted himself to helping those in need, using his personal life experiences as a stepping stone to help others; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Pastor Victor Torres for his commitment to helping those battling substance abuse; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Pastor Victor Torres as an expression of the General Assembly’s respect and admiration for his many contributions to the community.
