2012 SESSION
WHEREAS, Clarence E. Holmes, Jr., of Norfolk, is an admired and respected community supporter; and
WHEREAS, a native of Norfolk, Clarence E. Holmes, Jr., was born on March 5, 1939, to Clarence E. Holmes, Sr., and Marie Virginia Lyons; and
WHEREAS, Clarence E. Holmes, Jr., graduated from Booker T. Washington High School and went on to work as a civil servant at the Norfolk Naval Air Station from November 2, 1965, to May 31, 1993; the Norfolk Public School System at Camp Allen Elementary School from 1970 to 1983; the City of Norfolk from September 2008 to present; and the Amateur Softball Association from 1994 to 2010; and
WHEREAS, a great believer in the value of community service and community engagement and education, Clarence E. Holmes, Jr., has served as a member of the Titustown Civic League since 1972, as vice president from 2000 to 2004, and as president since 2004; and
WHEREAS, Clarence E. Holmes, Jr., is a member of the Animal Review Board with the Norfolk Police Department, the Norfolk Federation of Civic Leagues, and the Inner City Federation of Civic Leagues, as well as a member of the Community Emergency Response Team; and
WHEREAS, Clarence E. Holmes, Jr., was recognized on May 5, 2010, by the Norfolk Chapter of Delta Sigma Theta for his outstanding contributions and demonstrated exceptional service to his community; and
WHEREAS, Clarence E. Holmes, Jr., a long-standing member of Mount Pleasant Baptist Church, has served as a trustee and chairman of its Trustee Ministry, and a member of its male chorus, senior choir, men’s usher board, and hospitality ministries; and
WHEREAS, Clarence E. Holmes, Jr., desirous to give back to his community, has participated in the Citizens Police Academy of Norfolk, and, since 2004, has actively participated in the National Night Out for Titustown and assisted with the City of Norfolk’s Crime Prevention Association; and
WHEREAS, Clarence E. Holmes, Jr., affectionately known as “Skinny,” is a well-known figure in the City of Norfolk, Titustown community, and surrounding areas; and
WHEREAS, Clarence E. Holmes, Jr., has an innate desire for community and political activism as well as a natural drive to work on the behalf of others and an uncommon ability to consider and care for his family and others, which has resulted in impressive outcomes and change for the betterment of others, all grounded in his great compassion for the needs of others; and
WHEREAS, Clarence E. Holmes, Jr., has a deep sense of loyalty to family and community, and wishes to make not only his Titustown community, but the City of Norfolk, a healthier and livelier place to live; and
WHEREAS, a man of great faith who easily expresses his love for others, Clarence E. Holmes, Jr., continuously and generously gives of his time, talents, and treasure to the City of Norfolk and the Titustown community; and
WHEREAS, Clarence E. Holmes, Jr., a loving husband and father, is often seen at local events with his wife and life partner of 50 years, Gracie Holmes, and their son, Edwin Holmes, and his numerous other family members and friends; now, therefore, be it
RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Clarence E. Holmes, Jr., for his steadfast devotion and numerous contributions to his community; and, be it
RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Clarence E. Holmes, Jr., as an expression of the General Assembly’s admiration and gratitude for his commitment to the City of Norfolk.
