WHEREAS, Opal R. Hall, who spent 50 years in dedicated service to the citizens of Henry County and the City of Martinsville as Clerk of the Henry General District Court and the Martinsville General District Court, retired on February 29, 2012; and

WHEREAS, Opal Hall first became acquainted with the work of court clerks while employed as a secretary for the Henry County Commonwealth’s Attorney; she shared an office with the clerk for four local courts and became quite interested in the work of court clerks; and

WHEREAS, on February 1, 1962, when Opal Hall joined the Henry County and Martinsville General District Court Clerk’s office, much of the work was done by hand; bookkeeping entries were made in large manuals, and a few years later court employees began typing the day’s cases on oversized “docket sheets” and index cards; and

WHEREAS, in addition to working on behalf of the citizens of Martinsville and Henry County, Opal Hall also had a key role in devising standardized forms for use in all courts in Virginia as a member of the forms committee, bringing a more orderly process to judicial record-keeping procedures; and

WHEREAS, Opal Hall was active on the state level on behalf of court clerks in the Commonwealth and she participated in many statewide conferences, becoming acquainted with other employees of the courts in the Commonwealth who shared her love for the court system; and

WHEREAS, Opal Hall has witnessed many changes in the work of court clerks in the past half-century, the biggest of which is the automation of court services and procedures and the impact it has made on the Commonwealth’s court system; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby commend Opal R. Hall on the occasion of her retirement as Clerk of the Henry County General District Court and the Martinsville General District Court; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Opal R. Hall as an expression of the General Assembly’s appreciation and respect for her many years of service to the Commonwealth.
