SENATE JOINT RESOLUTION NO. 151
Celebrating the life of Herbert William Fink, M.D.

WHEREAS, Herbert William Fink, M.D., a beloved pediatrician who helped establish the Commonwealth’s only free-standing, full-service pediatric hospital, Children’s Hospital of The King’s Daughters, died on June 13, 2011; and

WHEREAS, a native of Washington Heights, New York, Herbert “Bill” Fink moved with his parents to Norfolk during the Great Depression, graduating first in his class from Maury High School; and

WHEREAS, Bill Fink attended the Norfolk Division of The College of William and Mary and earned a medical degree at the University of Virginia before completing his pediatric internship at the Boston Floating Hospital and pediatric residency at the Children’s Hospital of Michigan; and

WHEREAS, recognizing that his medical training would be invaluable to the nation’s war effort, Dr. Fink enlisted in the United States Navy and served as the ship’s doctor for the USS Halford during World War II; and

WHEREAS, Dr. Fink returned to Norfolk at the conclusion of the war and embarked on a distinguished 55-year career in pediatric medicine; and

WHEREAS, thousands of parents in the Hampton Roads area turned to Dr. Fink for medical advice and expert clinical care when their children faced illness or disease, and many remember his house calls and genuine concern for the needs of his young patients; and

WHEREAS, Dr. Fink made numerous contributions to his profession, writing journal articles, mentoring medical students, and providing leadership to the Tidewater Pediatric Society, the Norfolk Academy of Medicine, the Virginia Pediatric Society, and the DePaul Hospital medical staff; and

WHEREAS, Dr. Fink advocated for enhanced facilities in the Tidewater area to treat children, helping establish the Children’s Hospital of The King’s Daughters and creating the Cerebral Palsy Center in Norfolk; and

WHEREAS, Dr. Fink received numerous awards and accolades for his distinguished service to children and was named professor emeritus at Eastern Virginia Medical School; and

WHEREAS, Bill Fink will be fondly remembered and greatly missed by his wife, Lorraine, with whom he traveled to every continent; children, Andrew, Robert, Edward, Fredric, and Joni, and their families; numerous other family members and friends; and legions of former patients; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly hereby note with great sadness the loss of a beloved physician, Herbert William Fink, M.D.; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Herbert William Fink, M.D., as an expression of the General Assembly’s respect for his memory.
