Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 57-5.1 as follows:

§ 57-5.1. Confederate Memorial Chapel; official state war memorial.

The Governor shall designate Confederate Memorial Chapel as an official state war memorial to honor the sacrifices of Virginia's veterans. Such recognition shall include but not be limited to (i) placement of an appropriate marker in front of the building known as the Confederate Memorial Chapel describing its commemoration as an official state war memorial. The marker shall match the building's gothic architecture and list the times the war memorial is open to the public; (ii) placement of highway historical markers on or along the highway or streets closest to the site; (iii) display of two nylon Virginia veterans' flags of the Army of Northern Virginia, measuring 51 inches by 51 inches, from the two permanent flagpole mounts on the front of the site; and (iv) display of a solitary five-foot by seven-foot nylon flag of the Commonwealth of Virginia from an existing flagpole, erected for that purpose.
